Abstract

Community mobilization is the process to integrate all sectors of a community to prompt family, individual, and community action. There are a number of community engagement approaches that can be used to raise awareness and empower groups and individuals towards such actions, developing and enabling the environment and to bring effective and positive change. The objective of this report to analyse some internal as well as external resources that can help in the spread or outbreaking of non-communicable diseases in the best interest of society and its individuals. The engagement and mobilization of the community can help in the public health officer's strategy to overcome and to deal with the outbreak (Gillespie, et al., 2016). Further, it can also help in adapting the prevention strategy. This report is detailing the adaption of a prevention strategy to provide safety and security against the outbreak of Ebola disease. An action plan is also defined to analyse the role and function of the health professionals and thus to promote the health strategy in the public interest. 

The main purpose of this paper is to develop an effective community mobilization and engagement strategy in case of providing an emergency response of Ebola out breaking. There are a number of studies have been conducted on how community mobilization can be used with the response strategy to deal with the impacts of the outbreak of the Ebola Virus. Further, it is also required to be analysed that why the level of community mobilization and engagement is low and poverty-driven in Africa (Habib, et al., 2017). There is a rapid increase in the patients of Ebola which was majorly controlled in 1976, with the help of Zaire and Sudan. In Tasha Africa, the mortality rate was only 50% due to the Ebola crisis. To deal with this major outbreak and its critical effects on the community, It s important to associate the to increase knowledge and to develop an effective intervention plan to deal with this disease. It would also help the public to develop their lives as well as the government to imply the strategies in an appropriate and effective manner. 

Stage

The community is required to prepare itself for the worst scenario that can be faced due to the threat of an epidemic. This would help people to get knowledge and change their lives to respond to the disease. The community strategy includes spreading awareness, analyzing, and communicating the information that can help people to get potential and effective ways to overcome the worst situation. This plan can further help the government to become in the position to develop a measure of preparedness. Although, the community is also required to keep a similar vision to the government and along with being in the line to develop awareness and thus to deal with the disease (Lim, 2017)

The action plan of the community should be specific as per the requirements of the worst situation. It can help in influencing the community and making it ready with an effective action to overcome the Ebola Virus Outbreak.

Strategy

To conduct the risk assessment, it is primarily important to analyse symptoms, adopting deterrence and strategies to stop the outbreak of EVD. It is very important to possess some actionable plans and to provide training, spreading awareness about how to control the outbreak of the virus. The community should also be facilitated with some basic education like washing off hands-on time to time, not visiting the areas where the disease is outbreaking along with not having bust meat. Further, they should also be communicated about how they can avoid the company of infected individuals by following the inflectional control procedures. The health response and emergency preparedness can work as a leader in ensuring the planned steps along with developing a contingency plan by keeping in the fact if nothing works well (Roiz. Et al., 2018). It is also important to integrate the legal and financial resources, achieve the planning committee, development of infrastructure that can provide services to the infected individuals and a team of well-trained volunteers that can help in structuring the processes to implement an action plan. 

Approach

Emphasis has been made on the important measures to control the virus outbreak by the Centre of Disease Control and Prevention.  These controlling measures can be studies with the help of the below-mentioned table 1. The information is also provided on how the communication of information can help in controlling the outbreak of the Ebola Virus. The role of precautionary measures adopted by the authorities is also defined that are important for considerable control over damages. The awareness strategies and programs adopted by the health experts should be aligned with the directions and actions of the community. The information should be communicated in a concise, simple, and clear manner. The use of effective sign language can help in providing easy understanding to the public and thus to derive planned results (World Health Organization. 2018). The main objective is to develop awareness and how the community can be put in the very first place, what should be done and how the symptoms can be detected at initial stages, how the ideas can be synchronized and community can be prepared to respond to Ebola virus.

The community members may result in creating issues by a misunderstanding of dos and don'ts along with not following the instructions and awareness processes. The next step includes driving primary and first detection sources to avoid the possible infections along with analysing processes on how to avoid the fast spread and outbreak of the virus. The medical professionals and hospitals are required to bear their roles and responsibilities by informing the community about infection and instruct them about do’s and don’ts (Li, et al., 2016)

On the basis of spreading awareness, the information about the possible and basic hygiene measures should be communicated to the people and society. Information about the nearest available doctor or hospital should be provided that can help the individuals to diagnose the symptoms of infection (Adhikari, et al., 2016). Proper checkup and understanding of the ailment that can examine the medicines and then take subsequent tests are also important. As a government body, it is also required to be ensured the people are following the general rules and precautions to cure the disease.

The awareness campaign may also contain the use of symbolic or sign language that can be helpful to the target audience. It can be helpful to increase awareness.

This step includes reporting and understanding how the disease spread is linked to the respective agency or authority. It can also be termed as the step of deriving information from medical professionals and reporting to the lines and thus to create the fastest way to spread the information. 
Social media tools and channels can also be used in this step to communicate information and spread awareness.
ForthThis step is related to the increased engagement by the community that may also lead to broadcast the advisors, alerts, and updating the issues related to the disease.
FifthAt this step, there would be a need for government policies to contact and motivate the volunteers (Enria, et al., 2016). It would help in making them understand the need of the agency related to their active and continuous involvement.
SixthOn the basis of the scenario, each step should be linked and related to the appropriate measures of training that should be in the line of the epidemic scenario. This, it would also be important to possess a professional team of doctors, that may aim to complete health checkups of all individuals lining in the affected areas (Brunton, et al., 2017).

Based on the above analysis, it is to be concluded that community engagement can help up to a great extent is the outbreak of the virus. Community engagement can be helpful by communicating important information spreading awareness, and also educating the groups to get engaged to deal with the disease. The outbreak of diseases primarily affects the individuals at the community level and thus, ut is required to get their participation while responding to the outbreak by the government. Thus, the community should be facilitated adequate knowledge and controlling measures for effective management of available healthcare and infrastructural resources to treat the affected people.
